This picture seems to be getting a lot of hits via Google, so here's a bit more information. This is the private road to the radar station on Great Dun Fell in the Pennines, and it is the highest metalled road in Britain at 848 metres. The highest public road in England seems to be either Harthope Moss (Weardale-Teesdale) or Killhope Cross (Weardale-Alston), both 627 m. The highest public road in Britain is the Cairnwell Pass on the A93 between Blairgowrie and Braemar, at 680 m.
